Add paragraph 20.2 and 20.3

20.2.   The protest time limit is 30 minutes after the Committee Boat docks. The time limit will be posted on the official notice board. This changes RRS 60.3 and 61.2b.

20.3    Scoring inquiries shall be submitted no late than 30 minutes after Preliminary results are posted. Inquiries received after that time will not be considered unless the Race Committee determines there is good reason to do so.

420 Race 3 is the only possible reported protest.
